Abducted on 23 December 2017 in Kinshasa by unidentified persons because membership cards and the charter of the citizens’ movement Filimbi were allegedly found in his possession, this pro-democracy activist was initially detained in a cell at the military intelligence services (formerly Demiap) and denied the right to receive visits from either his family or lawyer until 3 April 2018. On that date, Palmer Kabeya, in charge of Filimbi’s Kinshasa network, was transferred to the ANR’s 3Z dungeon.
